ARMENIA-EUROPEAN UNION RESHAPED RELATIONS AND THE DEVELOPMENT AGENDA

The current article discusses the Comprehensive and Enhanced Partnership Agreement (CEPA) between Armenia and the European Union signed in the framework of the 5th Eastern Partnership Summit on 24 November 2017. The article also presents the scope and constraints of political and economic cooperation as agreed in CEPA, as well as the differences with the EU-Armenia Association Agreement which was negotiated in 2013 but failed to be signed due to Armenia’s membership to the Eurasian Eco¬no¬mic Union and the EU’s insufficient flexibility in foreign policy. In addition, based on indepth interviews, the views of the representatives of four parliamentary factions of Armenia about CEPA are briefly presented. They are absolutely positive, yet some reservations regarding the implementation phase remain. The general conclusion is that CEPA is merely a “transitory deal” which may be revised depending on its implementation. It also allows Armenia to keep exercising complementarity as its primary foreign policy tool.
